Judging by the new decree of the Russian Government, their deployment throughout the country will be extremely difficult. The reason for this will be the need to create ground stations that will receive and verify signals from foreign satellites in order to ensure national security. Moreover, global satellite operators will have to obtain permission from the FSB and FSO.
The adopted document can really complicate the beginning of the global Internet in Russia. According to the head of the operator AltegroSky Sergei Pekhterev, at the moment in the world there are 150 satellite operators. In the current political circumstances obtaining permission from the security services can take up to 15 months — that’s how much time you may need to check foreign operators on the lack of spy equipment. Moreover, the creation of ground stations, companies can take tens of millions of dollars and years on the construction itself.
Problems can arise even among the Russian operators. At the moment, in case of failure of their own satellites, they can hire their foreign counterparts. As a rule, the porting process takes a maximum of 10 days, and with the necessity of passing the test the FSB it can take years.
The author of the project is the Ministry of communications, and he has the answers to some of the above concerns. His representatives assured that the process of approval takes not more than a month. In case of failure of Russian satellites, operators will be able to rent vehicles, are allowed by the state Commission on radio frequencies of 11 December 2006. With all this, even the Ministry itself recognizes that these requirements do not fully ensure national security.
